If a farm meets these criteria, it can apply for a discharge permit

The Ministry of Ecology and Environment of the People's Republic of China issued the Technical Specifications for the Application and Issuance of Pollutant Discharge Permits for Livestock and Poultry Breeding Industry, which has been implemented since June 14, 2019.

The "Technical Specifications for the Application and Issuance of Pollutant Discharge Permits for Livestock and Poultry Breeding Industry" stipulates the basic information declaration requirements for the application and issuance of pollutant discharge permits for pollutant dischargers in the livestock and poultry breeding industry, the determination of permitted emission limits, the actual emission accounting, compliance determination methods, and environmental management requirements such as self-monitoring, environmental management ledger and pollutant discharge permit implementation report, and puts forward feasible technical requirements for pollution prevention and control.

In order to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Prevention and Control of Soil Pollution, the Regulations on the Prevention and Control of Pollution from Livestock and Poultry Large-scale Farming, and other laws and regulations, the Notice of the General Office of the State Council on Printing and Distributing the Implementation Plan for the Control of Pollutant Discharge Permit System (Guo Ban Fa [2016] No. 81) and the Measures for the Administration of Pollutant Discharge Permits (Trial) (Order No. 48 of the Ministry of Environmental Protection), improve the technical support system for pollutant discharge permits, guide and standardize the application and issuance of pollutant discharge permits for pollutant discharge units in the livestock and poultry breeding industry, and formulate this standard.

This standard stipulates the basic information filling requirements for the application and issuance of pollutant discharge permits for pollutant dischargers in the livestock and poultry breeding industry, the determination of permitted emission limits, the methods of actual emission accounting and compliance determination, as well as the environmental management requirements such as self-monitoring, environmental management ledger and pollutant discharge permit implementation report, and puts forward feasible technical requirements for pollution prevention and control in the livestock and poultry breeding industry. Appendices A and B of this standard are informational appendices. This standard is being published for the first time.

This standard is applicable to the management of pollutant discharge permits for large-scale livestock and poultry farms and farming communities with sewage discharge outlets (the specific large-scale standards shall be implemented in accordance with the Regulations on the Prevention and Control of Pollution from Large-scale Livestock and Poultry Breeding). This standard is not applicable to large-scale livestock and poultry farms and farming communities that adopt the resource utilization mode for manure treatment.
